Obituary for Joseph "Joe" Rushbrooke

The Honorable Joseph Paul Rushbrooke passed away on Wednesday, November 8, 2023, at the age of 90.

He was born on April 7, 1933, in Roanoke, Virginia, to Joseph Echols and Bernice Precia Rushbrooke. He was also preceded in death by his eldest son, Joseph Brian Rushbrooke.

Joe was a graduate of Andrew Lewis High School, Salem, Virginia in 1951. He attended Hampden-Sydney College, where he was a prominent member of the track team, and graduated cum laude, with a Bachelor of Arts degree in 1955.

He attended law school at the University of Virginia and the University of Richmond, graduating from the University of Richmond Law School with a Juris Doctor degree in 1958. He practiced law with the firm of Gentry and Locke in Roanoke until 1963 when he was appointed Deputy Commissioner of the Industrial Commission of Virginia in Richmond. In 1971, he was appointed Federal Administrative Law Judge in Knoxville, Tennessee. He returned to Roanoke as an Administrative Law Judge with the Office of Hearings and Appeals in 1973 and served in that capacity, as well as Chief Judge from

1984 to 1995, until his retirement in January of 2004. He was a member of the Virginia State Bar, Roanoke Bar Association, Three Hundred Club, Cotillion Club, Hidden Valley Country Club and Cave Spring United Methodist Church.

He is survived by his devoted wife of 66 years, Alice Johnston Wall; sister, Peggy Rushbrooke Looney of Virginia; sons, Gary (Maria) of Virginia and Christopher (Carlos) of Massachusetts; Granddaughters, Ciana Krymskiy (Dima) of Ohio, Sierra Rushbrooke of Arizona, and Alayna Rushbrooke of Virginia; and three great-granddaughters, Mira and Eva Krymskiy and Isabella Lopez.

In his retirement years, Joe enjoyed playing golf with his buddies, bowling in several leagues, and spending time at home playing his grand piano and ukulele. He also had a well-renowned sense of humor and did a little stand-up comedy from time to time.

A Memorial and Interment service will be conducted on Tuesday, November 21, 2023, at 1 p.m. at Cave Spring United Methodist Church, 4505 Hazel Avenue, Roanoke, Virginia 24018 with Pastor Lauren Lobenhofer and Pastor Keith Olivier officiating. Following the services there will be a brief reception with the family at the church.
